über die abschließende Regelung in bezug auf Deutschland
Vom 11. Oktober 1990
Der Bundestag hat das folgende Gesetz beschlossen:
Artikel 1
Dem in Moskau am 12. September 1990 unterzeichneten Vertrag über die abschließende Regelung in bezug auf Deutschland und der vereinbarten Protokollnotiz zu diesem Vertrag wird zugestimmt. Der Vertrag und die Protokollnotiz werden nachstehend veröffentlicht.
Artikel 2
(1) Dieses Gesetz tritt am Tage nach seiner Verkündung in Kraft.
(2) Der Tag, an dem der Vertrag nach seinem Artikel 9 sowie die vereinbarte Protokollnotiz in Kraft treten, ist im Bundesgesetzblatt bekanntzugeben.
Die verfassungsmäßigen Rechte des Bundesrates sind gewahrt.
Das vorstehende Gesetz wird hiermit ausgefertigt und wird im Bundesgesetzblatt verkündet.

the German Democratic Republic,

the Union of Soviet Socialist Republics,
the United Kingdom of Great Britain and Northern Ireland
and the United States of America,
in dem Bewußtsein, daß ihre Völker seit 1945 miteinander in Frieden leben,
eingedenk der jüngsten historischen Veränderungen in Europa, die es ermöglichen, die Spaltung des Kontinents zu überwinden,
Conscious of the fact that their peoples have been living together in peace since 1945;
Mindful of the recent historic changes in Europe which make it possible to overcome the division of the continent;
unter Berücksichtigung der Rechte und Verantwortlichkeiten der Vier Mächte in bezug auf Berlin und Deutschland als Ganzes und der entsprechenden Vereinbarungen und Beschlüsse der Vier Mächte aus der Kriegs- und Nachkriegszeit,
entschlossen, in Übereinstimmung mit ihren Verpflichtungen aus der Charta der Vereinten Nationen freundschaftliche, auf der Achtung vor dem Grundsatz der Gleichberechtigung und Selbstbestimmung der Völker beruhende Beziehungen zwischen den Nationen zu entwickeln und andere geeignete Maßnahmen zur Festigung des Weltfriedens zu treffen,
eingedenk der Prinzipien der in Helsinki unterzeichneten Schlußakte der Konferenz über Sicherheit und Zusammenarbeit in Europa,
in Anerkennung, daß diese Prinzipien feste Grundlagen für den Aufbau einer gerechten und dauerhaften Friedensordnung in Europa geschaffen haben,
entschlossen, die Sicherheitsinteressen eines jeden zu berücksichtigen,
überzeugt von der Notwendigkeit, Gegensätze endgültig zu überwinden und die Zusammenarbeit in Europa fortzuentwickeln,
in Bekräftigung ihrer Bereitschaft, die Sicherheit zu stärken, insbesondere durch wirksame Maßnahmen zur Rüstungskontrolle, Abrüstung und Vertrauensbildung; ihrer Bereitschaft, sich gegenseitig nicht als Gegner zu betrachten, sondern auf ein Verhältnis des Vertrauens und der Zusammenarbeit hinzuarbeiten, sowie dementsprechend ihrer Bereitschaft, die Schaffung geeigneter institutioneller Vorkehrungen im Rahmen der Konferenz über Sicherheit und Zusammenarbeit in Europa positiv in Betracht zu ziehen,
in Würdigung dessen, daß das deutsche Volk in freier Ausübung des Selbstbestimmungsrechts seinen Willen bekundet hat, die staatliche Einheit Deutschlands herzustellen, um als gleichberechtigtes und souveränes Glied in einem vereinter Europa dem Frieden der Welt zu dienen,
Having regard to the rights and responsibilities of the Four Powers relating to Berlin and to Germany as a whole, and the corresponding wartime and post-war agreements and decisions of the Four Powers;
Resolved in accordance with their obligations under the Charter of the United Nations to develop friendly relations among nations based on respect for the principle of equal rights and self-deter-mination of peoples, and to take other appropriate measures to strengthen universal peace;
Recalling the principles of the Final Act of the Conference on Security and Cooperation in Europe, signed in Helsinki;
Recognizing that those principles have laid firm foundations for the establishment of a just and lasting peaceful order in Europe;
Determined to take account of everyones security interests;
Convinced of the need finally to overcome antagonism and to develop Cooperation in Europe;
Confirming their readiness to reinforce security, in particular by adopting effective arms control, disarmament and confidence-building measures; their willingness not to regard each other as adversaries but to work for a relationship of trust and Cooperation; and accordingly their readiness to consider positively setting up appropriate institutional arrangements within the framework of the Conference on Security and Cooperation in Europe;
Welcoming the fact that the German people, freely exercising their right of self-determination, have expressed their will to bring about the unity of Germany as a State so that they will be able to serve the peace of the world as an equal and sovereign partner in a united Europe;

in der Überzeugung, daß die Vereinigung Deutschlands als Staat mit endgültigen Grenzen ein bedeutsamer Beitrag zu Frieden und Stabilität in Europa ist,
mit dem Ziel, die abschließende Regelung in bezug auf Deutschland zu vereinbaren,
in Anerkennung dessen, daß dadurch und mit der Vereinigung Deutschlands als einem demokratischen und friedlichen Staat die Rechte und Verantwortlichkeiten der Vier Mächte in bezug auf Berlin und Deutschland als Ganzes ihre Bedeutung verlieren,
vertreten durch ihre Außenminister, die entsprechend der Erklärung von Ottawa vom 13. Februar 1990 am 5. Mai 1990 in Bonn, am 22. Juni 1990 in Berlin, am 17. Juli 1990 in Paris unter Beteiligung des Außenministers der Republik Polen und am 12. September 1990 in Moskau zusammengetroffen sind -
sind wie folgt übereingekommen:
Artikel 1
(1) Das vereinte Deutschland wird die Gebiete der Bundesrepublik Deutschland, der Deutschen Demokratischen Republik und ganz Berlins umfassen. Seine Außengrenzen werden die Grenzen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik sein und werden am Tage des Inkrafttretens dieses Vertrags endgültig sein. Die Bestätigung des endgültigen Charakters der Grenzen des vereinten Deutschland ist ein wesentlicher Bestandteil der Friedensordnung in Europa.
(2) Das vereinte Deutschland und die Republik Polen bestätigen die zwischen ihnen bestehende Grenze in einem völkerrechtlich verbindlichen Vertrag.
(3) Das vereinte Deutschland hat keinerlei Gebietsansprüche gegen andere Staaten und wird solche auch nicht in Zukunft erheben.
(4) Die Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik werden sicherstellen, daß die Verfassung des vereinten Deutschland keinerlei Bestimmungen enthalten wird, die mit diesen Prinzipien unvereinbar sind. Dies gilt dementsprechend für die Bestimmungen, die in der Präambel und in den Artikeln 23 Satz 2 und 146 des Grundgesetzes für die Bundesrepublik Deutschland niedergelegt sind.
(5) Die Regierungen der Französischen Republik, der Union der Sozialistischen Sowjetrepubliken, des Vereinigten Königreichs Großbritannien und Nordirland und der Vereinigten Staaten von Amerika nehmen die entsprechenden Verpflichtungen und Erklärungen der Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik förmlich entgegen und erklären, daß mit deren Verwirklichung der endgültige Charakter der Grenzen des vereinten Deutschland bestätigt wird.
Artikel 2
Die Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik bekräftigen ihre Erklärungen, daß von deutschem Boden nur Frieden ausgehen wird. Nach der Verfassung des vereinten Deutschland sind Handlungen, die geeignet sind und in der Absicht vorgenommen werden, das friedliche Zusammenleben der Völker zu stören, insbesondere die Führung eines Angriffskrieges vorzubereiten, verfassungswidrig und strafbar. Die Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik erklären, daß das vereinte Deutschland keine seiner Waffen jemals einsetzen wird, es sei denn in Übereinstimmung mit seiner Verfassung und der Charta der Vereinten Nationen.
Convinced that the unification of Germany as a State with definitive borders is a significant contribution to peace and stability in Europe;
Intending to conclude the final settlement with respect to Germany;
Recognizing that thereby, and with the unification of Germany as a democratic and peaceful State, the rights and responsibilities of the Four Powers relating to Berlin and to Germany as a whole lose their function;
Represented by their Ministers for Foreign Affairs who, in accordance with the Ottawa Declaration of 13 February 1990, met in Bonn on 5 May 1990, in Berlin on 22 June 1990, in Paris on 17 July 1990 with the participation of the Minister for Foreign Affairs of the Republic of Poland, and in Moscow on 12 September 1990;
Have agreed as follows:
Article 1
(1) The united Germany shall comprise the territory of the Föderal Republic of Germany, the German Democratic Republic and the whole of Berlin. Its external borders shall be the borders of the Föderal Republic of Germany and the German Democratic Republic and shall be definitive from the date on which the present Treaty comes into force. The confirmation of the definitive nature of the borders of the united Germany is an essential element of the peaceful order in Europe.
(2) The united Germany and the Republic of Poland shall confirm the existing border between them in a treaty that is binding under international law.
(3) The united Germany has no territorial Claims whatsoever against other states and shall not assert any in the future.
(4) The Governments of the Föderal Republic of Germany and the German Democratic Republic shall ensure that the Constitution of the united Germany does not contain any Provision incom-patible with these principles. This applies accordingly to the provisions laid down in the preamble, the second sentence of Article 23, and Article 146 of the Basic Law for the Föderal Republic of Germany.
(5) The Governments of the French Republic, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland and the United States of America take formal note of the corresponding commitments and declarations by the Governments of the Föderal Republic of Germany and the German Democratic Republic and declare that their implementation will confirm the definitive nature of the united Germanys borders.
Article 2
The Governments of the Föderal Republic of Germany and the German Democratic Republic reaffirm their declarations that only peace will emanate from German soil. According to the Constitution of the united Germany, acts tending to and undertaken with the intent to disturb the peaceful relations between nations, es-pectally to prepare for aggressive war, are unconstitutional and a punishable offence. The Governments of the Federal Republic of Germany and the German Democratic Republic declare that the united Germany will never employ any of its weapons except in accordance with its Constitution and the Charter of the United Nations.

Reconnaissant que, par lä et avec lunification de lAllemagne en tant quEtat democratique et pacifique, les droits et responsabi-lites des Quatre Puissances relatifs ä Berlin et ä lAllemagne dans son ensemble perdent leur fonction;
Representes par leurs ministres des Affaires Etrangeres qui, conformement ä la declaration adoptee ä Ottawa le 13 fevrier 1990, se sont reunis le 5 mai 1990 ä Bonn, le 22 juin 1990 ä Berlin, le 17 juillet 1990 ä Paris avec la participation du ministre des Affaires Etrangeres de la Republique de Pologne, et le 12 septembre 1990 ä Moscou;
sont convenus de ce qui suit:
Article 1er
1) LAllemagne unie comprendra le territoire de la Republique federale dAllemagne, de la Republique democratique allemande et de Iensemble de Berlin. Ses frontieres exterieures seront les frontieres de la Republique federale dAllemagne et de la Republique democratique allemande et seront definitives ä partir de la date dentree en vigueur du present Traite. La confirmation du caractere definitif des frontieres de lAllemagne unie constitue un element essentiel de lordre de paix en Europe.
2) LAllemagne unie et la Republique de Pologne confirmeront la frontiere existante entre elles par un traite ayant force obliga-toire en vertu du droit international.
3) LAllemagne unie na aucune revendication territoriale quelle quelle soit envers dautres Etats et nen formulera pas ä lavenir.
4) Les gouvernements de la Republique federale dAllemagne et de la Republique democratique allemande feront en sorte que la Constitution de lAllemagne unie ne comporte aucune disposi-tion incompatible avec ces principes. Cela vaut en consequence pour les dispositions contenues dans le preambule, Iarticle 23, phrase 2 et Iarticle 146 de la Loi fondamentale de la Republique federale dAllemagne.
5) Les gouvernements des Etats-Unis dAmerique, de la Republique francaise, du Royaume-Uni de Grande-Bretagne et dlr-lande du Nord et de lUnion des Republiques socialistes sovieti-ques prennent formellement acte des engagements et declara-tions correspondants des gouvernements de la Republique föderale dAllemagne et de la Republique democratique allemande, et declarent que leur mise en ceuvre confirmera le caractere definitif des frontieres de lAllemagne unie.
Article 2
Les gouvernements de la Republique federale dAllemagne et de la Republique democratique allemande reaffirment leurs decla-rations selon lesquelles seule la paix emanera du sol allemand. Selon la Constitution de lAllemagne unie, les actes susceptibles de troubler les relations pacifiques entre les nations ou entrepris dans cette intention, notamment en vue de preparer une guerre dagression, sont anticonstitutionnels et constituent une infraction punissable. Les gouvernements de la Republique federale dAllemagne et de la Republique democratique allemande declarent que lAllemagne unie nemploiera jamais aucune de ses armes que conformement ä sa Constitution et ä la Charte des Nations Unies.

Artikel 3
(1) Die Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik bekräftigen ihren Verzicht auf Herstellung und Besitz von und auf Verfügungsgewalt über atomare, biologische und chemische Waffen. Sie erklären, daß auch das vereinte Deutschland sich an diese Verpflichtungen halten wird. Insbesondere gelten die Rechte und Verpflichtungen aus dem Vertrag über die Nichtverbreitung von Kernwaffen vom 1. Juli 1968 für das vereinte Deutschland fort.
(2) Die Regierung der Bundesrepublik Deutschland hat in vollem Einvernehmen mit der Regierung der Deutschen Demokratischen Republik am 30. August 1990 in Wien bei den Verhandlungen über konventionelle Streitkräfte in Europa folgende Erklärung abgegeben:
"Die Regierung der Bundesrepublik Deutschland verpflichtet sich, die Streitkräfte des vereinten Deutschland innerhalb von drei bis vier Jahren auf eine Personalstärke von 370 000 Mann (Land-, Luft- und Seestreitkräfte) zu reduzieren. Diese Reduzierung soll mit dem Inkrafttreten des ersten KSE-Vertrags beginnen. Im Rahmen dieser Gesamtobergrenze werden nicht mehr als 345 000 Mann den Land- und Luftstreitkräften angehören, die gemäß vereinbartem Mandat allein Gegenstand der Verhandlungen über konventionelle Streitkräfte in Europa sind. Die Bundesregierung sieht in ihrer Verpflichtung zur Reduzierung von Land- und Luftstreitkräften einen bedeutsamen deutschen Beitrag zur Reduzierung der konventionellen Streitkräfte in Europa. Sie geht davon aus, daß in Folgeverhandlungen auch die anderen Verhandlungsteilnehmer ihren Beitrag zur Festigung von Sicherheit und Stabilität in Europa, einschließlich Maßnahmen zur Begrenzung der Personalstärken, leisten werden."
Die Regierung der Deutschen Demokratischen Republik hat sich dieser Erklärung ausdrücklich angeschlossen.
(3) Die Regierungen der Französischen Republik, der Union der Sozialistischen Sowjetrepubliken, des Vereinigten Königreichs Großbritannien und Nordirland und der Vereinigten Staaten von Amerika nehmen diese Erklärungen der Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik zur Kenntnis.
Artikel 4
(1) Die Regierungen der Bundesrepublik Deutschland, der Deutschen Demokratischen Republik und der Union der Sozialistischen Sowjetrepubliken erklären, daß das vereinte Deutschland und die Union der Sozialistischen Sowjetrepubliken in vertraglicher Form die Bedingungen und die Dauer des Aufenthalts der sowjetischen Streitkräfte auf dem Gebiet der heutigen Deutschen Demokratischen Republik und Berlins sowie die Abwicklung des Abzugs dieser Streitkräfte regeln werden, der bis zum Ende des Jahres 1994 im Zusammenhang mit der Verwirklichung der Verpflichtungen der Regierungen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik, auf die sich Absatz 2 des Artikels 3 dieses Vertrags bezieht, vollzogen sein wird.
(2) Die Regierungen der Französischen Republik, des Vereinigten Königreichs Großbritannien und Nordirland und der Vereinigten Staaten von Amerika nehmen diese Erklärung zur Kenntnis.
Artikel 5
(1) Bis zum Abschluß des Abzugs der sowjetischen Streitkräfte vom Gebiet der heutigen Deutschen Demokratischen Republik und Berlins in Übereinstimmung mit Artikel 4 dieses Vertrags werden auf diesem Gebiet als Streitkräfte des vereinten Deutschland ausschließlich deutsche Verbände der Territorialverteidigung stationiert sein, die nicht in die Bündnisstrukturen integriert sind, denen deutsche Streitkräfte auf dem übrigen deutschen Hoheits-

(1) The Governments of the Federal Republic of Germany and the German Democratic Republic reaffirm their renunciation of the manufacture and possession of and control over nuclear. biologi-cal and chemical weapons. They declare that the united Germany, too, will abide by these commitments. In particular, rights and obligations arising from the Treaty on the Non-Proliferation of Nuclear Weapons of 1 July 1968 will continue to apply to the united Germany.
(2) The Government of the Federal Republic of Germany, acting in füll agreement with the Government of the German Democratic Republic, made the following Statement on 30 August 1990 in Vienna at the Negotiations on Conventional Armed Forces in Europe:
"The Government of the Federal Republic of Germany under-takes to reduce the personnel strength of the armed forces of the united Germany to 370,000 (ground, air and naval forces) within three to four years. This reduction will commence on the entry into force of the first CFE agreement. Within the scope of this overall ceiling no more than 345,000 will belong to the ground and air forces which, pursuant to the agreed mandate, alone are the subject of the Negotiations on Conventional Armed Forces in Europe. The Federal Government regards its commitment to reduce ground and air forces as a significant German contribution to the reduction of conventional armed forces in Europe. It assumes that in follow-on negotiations the other participants in the negotiations, too, will render their contribution to enhancing security and stability in Europe, including measures to limit personnel strengths."
The Government of the German Democratic Republic has ex-pressly associated itself with this Statement.
(3) The Governments of the French Republic, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland and the United States of America take note of these Statements by the Governments of the Federal Republic of Germany and the German Democratic Republic.
Article 4
(1) The Governments of the Federal Republic of Germany, the German Democratic Republic and the Union of Soviet Socialist Republics State that the united Germany and the Union of Soviet Socialist Republics will settle by treaty the conditions for and the duration of the presence of Soviet armed forces on the territory of the present German Democratic Republic and of Berlin, as well as the conduct of the withdrawal of these armed forces which will be completed by the end of 1994, in connection with the implementa-tion of the undertaking of the Federal Republic of Germany and the German Democratic Republic referred to in paragraph 2 of Article 3 of the present Treaty.
(2) The Governments of the French Republic, the United Kingdom of Great Britain and Northern Ireland and the United States of America take note of this Statement.
Article 5
(1) Until the completion of the withdrawal of the Soviet armed forces from the territory of the present German Democratic Republic and of Berlin in accordance with Article 4 of the present Treaty, only German territorial defence units which are not inte-grated into the alliance structures to which German armed forces in the rest of German territory are assigned will be stationed in that territory as armed forces of the united Germany. gebiet zugeordnet sind. Unbeschadet der Regelung in Absatz 2 dieses Artikels werden während dieses Zeitraums Streitkräfte anderer Staaten auf diesem Gebiet nicht stationiert oder irgendwelche andere militärische Tätigkeiten dort ausüben.
(2) Für die Dauer des Aufenthalts sowjetischer Streitkräfte auf dem Gebiet der heutigen Deutschen Demokratischen Republik und Berlins werden auf deutschen Wunsch Streitkräfte der Französischen Republik, des Vereinigten Königreichs Großbritannien und Nordirland und der Vereinigten Staaten von Amerika auf der Grundlage entsprechender vertraglicher Vereinbarung zwischen der Regierung des vereinten Deutschland und den Regierungen der betreffenden Staaten in Berlin stationiert bleiben. Die Zahl aller nichtdeutschen in Berlin stationierten Streitkräfte und deren Ausrüstungsumfang werden nicht stärker sein als zum Zeitpunkt der Unterzeichnung dieses Vertrags. Neue Waffenkategorien werden von nichtdeutschen Streitkräften dort nicht eingeführt. Die Regierung des vereinten Deutschland wird mit den Regierungen der Staaten, die Streitkräfte in Berlin stationiert haben, Verträge zu gerechten Bedingungen unter Berücksichtigung der zu den betreffenden Staaten bestehenden Beziehungen abschließen.
(3) Nach dem Abschluß des Abzugs der sowjetischen Streitkräfte vom Gebiet der heutigen Deutschen Demokratischen Republik und Berlins können in diesem Teil Deutschlands auch deutsche Streitkräfteverbände stationiert werden, die in gleicher Weise militärischen Bündnisstrukturen zugeordnet sind wie diejenigen auf dem übrigen deutschen Hoheitsgebiet, allerdings ohne Kernwaffenträger. Darunter fallen nicht konventionelle Waffensysteme, die neben konventioneller andere Einsatzfähigkeiten haben können, die jedoch in diesem Teil Deutschlands für eine konventionelle Rolle ausgerüstet und nur dafür vorgesehen sind. Ausländische Streitkräfte und Atomwaffen oder deren Träger werden in diesem Teil Deutschlands weder stationiert noch dorthin verlegt.
Artikel 6
Das Recht des vereinten Deutschland, Bündnissen mit allen sich daraus ergebenden Rechten und Pflichten anzugehören, wird von diesem Vertrag nicht berührt.
Artikel 7
(1) Die Französische Republik, die Union der Sozialistischen Sowjetrepubliken, das Vereinigte Königreich Großbritannien und Nordirland und die Vereinigten Staaten von Amerika beenden hiermit ihre Rechte und Verantwortlichkeiten in bezug auf Berlin und Deutschland als Ganzes. Als Ergebnis werden die entsprechenden, damit zusammenhängenden vierseitigen Vereinbarungen, Beschlüsse und Praktiken beendet und alle entsprechenden Einrichtungen der Vier Mächte aufgelöst.
(2) Das vereinte Deutschland hat demgemäß volle Souveränität über seine inneren und äußeren Angelegenheiten.
Artikel 8
(1) Dieser Vertrag bedarf der Ratifikation oder Annahme, die so bald wie möglich herbeigeführt werden soll. Die Ratifikation erfolgt auf deutscher Seite durch das vereinte Deutschland. Dieser Vertrag gilt daher für das vereinte Deutschland.
(2) Die Ratifikations- oder Annahmeurkunden werden bei der Regierung des vereinten Deutschland hinterlegt. Diese unterrichtet die Regierungen der anderen Vertragschließenden Seiten von der Hinterlegung jeder Ratifikations- oder Annahmeurkunde.
period and subject to the provisions of paragraph 2 of this Article, armed forces of other states will not be stationed in that territory or carry out any other military activity there.
(2) For the duration of the presence of Soviet armed forces in the territory of the present German Democratic Repubiic and of Berlin, armed forces of the French Repubiic, the United Kingdom of Great Britain and Northern Ireland and the United States of America will, upon German request, remain stationed in Berlin by agreement to this effect between the Government of the united Germany and the Governments of the states concerned. The number of troops and the amount of equipment of all non-German armed forces stationed in Berlin will not be greater than at the time of signature of the present Treaty. New categories of weapons will not be introduced there by non-German armed forces. The Government of the united Germany will conclude with the Governments of those states which have armed forces stationed in Berlin treaties with conditions which are fair taking account of the rela-tions existing with the states concerned.
(3) Following the completion of the withdrawal of the Soviet armed forces from the territory of the present German Democratic Repubiic and of Berlin, units of German armed forces assigned to military alliance structures in the same way as those in the rest of German territory may also be stationed in that part of Germany, but without nuclear weapon carriers. This does not apply to con-ventional weapon Systems which may have other capabilities in addition to conventional ones but which in that part of Germany are equipped for a conventional role and designated only for such. Foreign armed forces and nuclear weapons or their carriers will not be stationed in that part of Germany or deployed there.
Article 6
The right of the united Germany to belong to alliances, with all the rights and responsibilities arising therefrom, shall not be affected by the present Treaty.
Article 7
(1) The French Repubiic, the Union of Soviet Socialist Repub-lics, the United Kingdom of Great Britain and Northern Ireland and the United States of America hereby terminate their rights and responsibilities relating to Berlin and to Germany as a whole. As a result, the corresponding, related quadripartite agreements, deci-sions and practices are terminated and all related Four Power institutions are dissolved.
(2) The united Germany shall have accordingly füll sovereignty over its internal and external affairs.
Article 8
(1) The present Treaty is subject to ratification or acceptance as soon as possible. On the German side it will be ratified by the united Germany. The Treaty will therefore apply to the united Germany.
(2) The instruments of ratification or acceptance shall be de-posited with the Government of the united Germany. That Government shall inform the Governments of the other Contracting Parties of the deposit of each instrument of ratification or acceptance.

2) Pendant la periode de presence des forces armees sovieti-ques sur le territoire de lactuelle Republique democratique alle-mande et de Berlin, des forces armees des Etats-Unis dAmeri-que, de la Republique francaise et du Royaume-Uni de Grande-Bretagne et dlrlande du Nord demeureront, sur demande de lAllemagne unie, stationnees ä Berlin, par accord ä cet effet entre le gouvemement de lAllemagne unie et les gouvernements des Etats concernes. Le niveau des effectifs et des armements de toutes les forces armees non allemandes stationnees ä Berlin ne sera pas plus eleve quau moment de la signature du present Traite. Les forces non allemandes ny introduiront pas de nou-velles categories darmement. Le gouvemement de lAllemagne unie conclura avec les gouvernements des Etats dont les forces armees stationnent ä Berlin des accords etablissant des condi-tions justes tenant compte des relations existantes avec les Etats concernes.
3) Apres lachevement du retrait des forces armees sovietiques du territoire de lactuelle Republique democratique allemande et de Berlin, des unites des forces armees allemandes affectees aux structures dalliance de la meme maniere que les unites stationnees sur le reste du territoire allemand pourront egalement stationner dans cette partie de lAllemagne, bien que sans vecteurs darmes nucleaires. Ceci ne sapplique pas aux systemes darmes classiques qui peuvent avoir dautres capacites en sus de leur capacites classiques mais qui, dans cette partie de CAIIemagne, sont equipes ä des fins classiques et affectes seulement ä celles-ci. Des forces armees et des armes nucleaires ou des vecteurs darmes nucleaires etrangers ne seront pas stationnes dans cette partie de lAllemagne et ny seront pas deptoyes.
Le droit de lAllemagne unie dappartenir ä des alliances, avec tous les droits et obligations qui en decoulent, nest pas affecte par le present Traite.
1) Les Etats-Unis dAmerique, la Republique francaise, le Royaume-Uni de Grande-Bretagne et dlrlande du Nord et lUnion des Republiques socialistes sovietiques mettent fin par le present Traite ä leurs droits et responsabilites relatifs ä Berlin et ä lAllemagne dans son ensemble. En consequence, il est mis fin aux accords, decisions et pratiques quadripartites correspondants, qui sy rattachent, et toutes les institutions des Quatre Puissances y afferentes sont dissoutes.
2) LAllemagne unie jouira, en consequence, de la pleine sou-verainete sur ses affaires interieures et exterieures.

Artikel 9
Dieser Vertrag tritt für das vereinte Deutschland, die Union der Sozialistischen Sowjetrepubliken, die Französische Republik, das Vereinigte Königreich Großbritannien und Nordirland und die Vereinigten Staaten von Amerika am Tag der Hinterlegung der letzten Ratifikations- oder Annahmeurkunde durch diese Staaten in Kraft.
Artikel 10
Die Urschrift dieses Vertrags, dessen deutscher, englischer, französischer und russischer Wortlaut gleichermaßen verbindlich ist, wird bei der Regierung der Bundesrepublik Deutschland hinterlegt, die den Regierungen der anderen Vertragschließenden Seiten beglaubigte Ausfertigungen übermittelt.
Zu Urkund dessen haben die unterzeichneten, hierzu gehörig Bevollmächtigten diesen Vertrag unterschrieben.
Article 9
The present Treaty shall enter into force for the united Ger-many, the French Republic, the Union of Soviet Socialist Repub-lics, the United Kingdom of Great Britain and Northern Ireland and the United States of America on the date of deposit of the last instrument of ratification or acceptance by these states.
Article 10
The original of the present Treaty, of which the English, French, German and Russian texts are equally authentic, shall be de-posited with the Government of the Föderal Republic of Germany, which shall transmit certified true copies to the Governments of the other Contracting Parties.
In witness whereof, the undersigned plenipotentiaries, dury authorized thereto, have signed this Treaty.
